Involvement in Activities of the European Monitoring Centre for Drugs and Drug Addiction

The European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) coordinates the system of collection, analysis, interpretation and dissemination of data at the European level. At the same time, it guarantees monitoring of the fulfillment of the EU Drug Strategy and the Action Plan.

The Czech Republic is involved in the activities of the EMCDDA within the framework of the Reitox network. Involvement of the Czech Republic in the work and system of data collection of the EMCDDA is especially based in the following fields:
Methodology of Collection of Data Regarding Drug Use and Its Consequences. This especially involves the system of the conceptualized five key indicators – standard methodology and guidelines for data collection were drawn up for each key indicator.
Exchange on Drug Demand Reduction Action (EDDRA). EMCDDA runs a database of preventive and treatment activities called Exchange on Drug Demand Reduction Action (EDDRA). Data are collected by means of a standardized questionnaire.
In addition, even the national drug strategies and plans and the legal environment that regulates drug use are monitored and evaluated.
Council decision on the information exchange, risk-assessment and control of new psychoactive substances. Since 21th May 2005 The Council decision on the information exchange, risk-assessment and control of new psychoactive substances has replaced The Joint Action on New Synthetic Drugs (JANSD). It is a program focusing on collection and analysis of data about new psychoactive substances. It especially concentrates on quick exchange of information about newly emerging synthetic drugs between partners from the public health sector and the field of law enforcement. At the same time, it disseminates such information at various levels with the aim to minimize the negative health and social impacts of new psychoactive substances use, i.e. the so-called Early-Warning System (EWS).
Participation in Meetings of the Heads of National Focal Points and Work of Expert Groups. From 2003, the Czech Republic has been invited to participate in meetings of the heads of National Focal Points of Member States and in expert working groups focusing on individual aspects and parts of the monitoring system, such as:
- Prevalence and patterns of drug use in general population
- Prevalence and patterns of problem drug use
- Drug-related infectious diseases
- Drug-related deaths
- Demand for drug treatment
- Exchange on Drug Demand Reduction Action (EDDRA)
- Early Warning System (EWS)
- Legal environment.
Annual report on the state of the drugs problem in the Czech Republic in a standardized structure of the EMCDDA and standard tables. The standard tables and the Annual Report are the main instruments of the EMCDDA for acquisition of data for international comparison. The standard tables deal in detail with data from the individual five key indicators and other fields; they also closely concentrate on the methodology of collection of concrete data and characteristics of individual data sources. Especially the tables dedicated to the five key indicators are standardized, the other ones are updated every year, and new tables are added. The Annual Report on the State of the Drugs Problem in the Czech Republic analyzes in detail the situation in the field of drug use and its consequences, the law enforcement and social context of drug use and interventions at the national and regional levels.
